CBB supported the prime consultant with all transportation elements for the new 39 North (St. Louis County AgTech Innovation District) master planning process. The purpose of this new district is to build on the current AgTech leadership within the area and attract businesses, such as startups and AgTech companies from all over the world. According to the St. Louis County Economic Development Partnership (SLEDP), “AgTech is the overarching industry of agriculture technology and its interaction with plant science [including] the research of plans and animals, development of technical machines and chemicals to improve farming, and improving production of food stuffs.” The goal of 39 North is to bring new AgTech jobs to St. Louis County and to build off the already-existing business in the area, including the Danforth Plant Science Center, Bio Research and Development Growth (BRDG) Park, Bayer Headquarters and the Helix Center Biotech Incubator, which all serve as anchors to the 600-acre district.
CBB was responsible for campus transportation planning – including traffic impact analysis – and multimodal operations within and to the district. CBB inventoried and documented the existing transportation assets; identified current deficiencies and constraints; and recommended improvements to connectivity, access, and mobility for all modes (passenger vehicles, bicycles, pedestrian, and transit).
A key feature of the master plan is the change at the Olive Boulevard and Lindbergh Boulevard interchange from the outdated cloverleaf design to a folded diamond configuration. The proposal uses existing right-of-way, remedies connectivity issues by allowing all movements at the interchange and eliminates the weaving areas on both highways.
CBB assisted with preparation of a federal grant application for the interchange which was awarded $5M and participated in the design process, completing the traffic study refinements, concept drawings, traffic signal construction plans and traffic control plans.
Two alternative proposals for Lindbergh Boulevard and Old Olive Street were recommended for further study. The option which reconnects Old Olive East and Old Olive West by adding turn lanes and a traffic signal at-grade was selected. As part of a subsequent preliminary design project for Old Olive Street Road, CBB prepared the conceptual design configuration for the recommended full-access, signalized intersection at Old Olive and Lindbergh Boulevard. CBB was recently awarded the design contract for the modifications by the City of Creve Coeur.
The cross section of Olive Boulevard will be modified from shoulders to curb and gutter to allow space for new east-west bike and pedestrian facilities within the existing right-of-way. Old Olive Street Road will be transformed from a state highway ramp connector to a mixed-use street with a more local character.
